PTC was formed in 1998 by Kahart Pinder and Andrea Troutman, professionals in the south Florida transportation planning community. Originally located in West Palm Beach, the firm has provided consulting services in Palm Beach, Martin, St. Lucie and Indian River counties. After Mr. Pinder's retirement in 2005, Rebecca Mulcahy became a partner in the firm.
